Water Conservation Rally in Washington, D.C. 5/1/2008

150 members of the PHCC (Plumbing Heating Cooling Contractors) held a rally at Senate Park next to the U.S. Capitol.   All Americans were encouraged to begin conserving water.

Water Price Increase in Maryland

"The water utility serving most of Montgomery and Prince George 's counties is proposing a rate increase ranging from $150 to $225 each quarter.

The Washington Suburban Sanitary Commission says money is needed to replace the disintegration of an aging network of water and sewer pipes.

The plan calls for customer rates to rise 9.5 percent in July. Residents also would pay an additional $20 a month for the next 10 years to speed the replacement of the system's 10,800 miles of underground water and sewer pipes.

Rates would also go up each year, including an 11.5 percent hike next year.

WSSC General Manager Andrew Brunhart says there were more than 2,100 pipe bursts last year, leaving customers without water and tie up traffic during repairs. "

Revised Policy on Water Submetering

In order to promote water conservation, EPA is changing its regulatory policy under the Safe Drinking Water Act (SDWA) regarding apartment buildings and other properties with similar characteristics to apartment buildings. Property owners who install submeters and bill their tenants for actual water consumption will no longer be treated as public water systems subject to the full regulatory requirements of the SDWA.

EPA's revised policy regarding submetering only applies to properties that already receive water from a regulated public water system.

This change will encourage more tenant submetering by removing the potential regulatory burden currently faced by apartment building owners and other similar property owners who install submeters and bill tenants separately for water.

This policy is one way that EPA continues to promote water efficiency, an important part of watershed protection and infrastructure cost reduction.

Applicability of the Safe Drinking Water Act to submetered properties

" Throughout the country, submetering of apartment buildings has been found to be an effective but little-used tool to support water conservation. Water conservation is an integral part of watershed protection, particularly in arid and drought-stricken areas. In addition to helping reduce the risk of water shortages, water conservation also provides other important benefits. Water conservation helps ensure in-stream flows, thereby providing protection for ecosystems, which can become out of balance when demands stress water resources. Water conservation also helps reduce stress on water supply and wastewater infrastructure making them less prone to failure. Further, the use of submeters to measure water consumption is a necessary pre-requisite to achieving full-cost and conservation pricing."

EPA Safe Drinking Water Act

"Submetering as a tool to encourage water conservation was not envisioned at the time of the passage of the original SDWA. In light of this, the state of Florida has defined the term "sale" so that a property owner who submeters the water distributed on his property and subsequently receives payment for this service is not considered to have "sold" water. This regulatory definition is a useful model for other states considering revising regulations to facilitate the adoption of water submetering by property owners."
